Unlike an External Transport Manager, a consultant is not responsible for the day-to-day operation of your licence. Instead, we provide independent audits, advice, and implementation support.

Case Study

Case Study - Public Inquiry Support 

Operator: Metal recycling business (multi-vehicle operation)
Location: South West England

​

Following compliance concerns raised by DVSA, the operator was called to Public Inquiry. We were engaged as a transport consultant to carry out a full review of the operation. The key issues related to maintenance compliance, defect reporting, and overall control of transport systems.

​

A structured programme of corrective action was implemented, including:

  • Introduction of revised maintenance systems and procedures

  • Strengthening of defect reporting processes and record keeping

  • Delivery of driver toolbox talks to reinforce compliance expectations

  • Increased director-level involvement and oversight of compliance activity

​

The focus was on ensuring that systems were not only in place, but actively followed and monitored in practice. Alongside the operational improvements, we worked closely with the directors to prepare for the Public Inquiry. This included guidance on expectations, how the hearing would be approached, and how to clearly demonstrate effective control of the operation and the changes that had been made.

​

At Public Inquiry, the Traffic Commissioner acknowledged that significant and immediate steps had been taken to address the issues, and that the operator had demonstrated a clear change in attitude and approach to compliance.

​

While regulatory action was taken, the operator was able to continue operating, with a clear expectation that full compliance would be achieved and maintained going forward.

​

This engagement resulted in a more structured, controlled, and accountable transport operation, with systems in place to support ongoing compliance.
